Passing Safety & Surviving the Vehicle Inspection Unit (VIU)

A lot of confusion arises around the subject of what is required to pass safety when car enthusiasts tackle, or are considering to tackle, a project. Also, another thing to remember is that once you deviate from original manufacturers equipment (OEM) parts and accessories, you fall into a new category of vehicles that is referred to as 'modified' and this is where the confusion and complexity grows exponentially.

To help us out, the goal of this topic is to assist members in understanding what is required to first pass safety and then stay legal according to the additional rules that apply to modified vehicles. Remember, knowledge is power and the best defense against the VIU giving you a fine, or ordering your Jeep off the road, is understanding the rules they paid to enforce and ensure you are compliant.

MANITOBA INSPECTION STANDARDS

In the summer of 2010, Winnipeg Police Services, aided by the MPI Mobile Inspection Crew, were working overtime (literally) to keep our roads safe. Especially Sunday afternoon through evening. This resulted in many a rumour about what is required of the equipment we need on our rides. Until the two manuals are combined - which is underway by MPI - there are two different sets of regulations some vehicles must comply with.

The first, the regular inspection criteria, is called the VEHICLE INSPECTION HANDBOOK and is what the Inspection crews (of licensed Mechanics) use to determine the safety of any vehicle that is of concern to us. Keep in mind that Taxis, Tow Truck, Ambulances, Road Equipment, ..............and others have their own inspection standards manual.

The second, the SPECIALTY VEHICLE REQUIREMENTS, pertains to vehicles that are modified or constructed from various parts, or, totally from 'scratch'. These regulations were born out of meetings in the early 70s between representatives like the Manitoba Street Rod Association and the Department of Motor vehicles Drivers Licensing and Registrations Dept. and in this day and age, look their age. MAAC will be concentrating their efforts to get these regulations re-written in an up-to-date fashion.

*** Note: the SPECIALTY VEHICLE REQUIREMENTS manual is currently being updated by MPI and MAAC is part of the review process.


The note about what the Manitoba Public Insurance (MPI) and MAAC are doing is very much underway. Like anything involving a governing bodies, these things take time. Rest assured, your fellow MAAC members bring this topic up at every MAAC meeting.

The document MAAC links us to in their website is showing its age. Newer information is available on the MPI website as the Vehicle Standards and Inspection Handbook and the Vehicle Modifications page. Unfortunately the modified vehicle page is a condensed version of what we're really looking for... the Specialty Vehicle Requirements which explains important things like how to tell if your Jeep's front bumper and suspension height are legal.

The good news is that I tracked down something that does, it's the MPI Department of Motor Vehicle Licensing and Inspections' Motor Vehicle Alterations and Modifications document.

Now that we are armed with the documents to help us ensure our Jeeps can be insured and will remain on the road as they evolve, let us help each other understand how the rules work. Please feel free to ask questions about items in this handbook you are not sure about and no doubt another member will help you out. Alternatively, if you want to post a tutorial on a specific section by all means do!

Interesting, the Motor Vehicle Alterations and Modifications document doesn't cover steering and suspension information for vehicles with a wheelbase under 100". All it has is this,
20.13 In the case of any truck or multi-purpose passenger vehicle with a gross vehicle weight of 4500 k. or less, the following shall apply:
(a) RAISED VEHICLE: The front tread width divided by the sum of the frame height at its highest point, and any body lift shall not be less than 1.80 for vehicles with wheelbase of 254 cm. (100 in.).
(b) LOWERED VEHICLES: No part of the chassis or the steering components shall extend below the rim of the wheel or come in contact with the road surface if all four tires are flat.

I'm pretty sure the number for <100" wheelbase vehicles is 2.00 but it would be sure nice to have that confirmed with a document we can link to.

What wheelbase does my Jeep have?

The wheelbase of your Jeep can change over time as your vehicle evolves through modification. However, for most, it all starts at one point and an American merchant had a fantastic chart for many Jeep models so I will share it here.

If a model of Jeep is not listed in this chart, Google is your friend ;)

If the internet is not available, you can always measure on one side of your vehicle the centre of one hub in the front to the centre of the other in the back.

If you have some kind of Frankenjeep with more than two axles, I have no idea how to calculate your wheelbase. If I had to guess, it would be from the centre of the front hub to the centre of the rearmost hub.

If you have time on your hands and want to dig up the missing Jeep model wheelbase information, please send me a message. Once you do, I will edit this post, remove the chart, and include your contribution by creating a chart of our very own.
